Steve Otter is the Director of Secondary Programs for the San Juan Board of Cooperative Educational Services (San Juan BOCES) in Southwest Colorado. Steve currently serves as the principal for Southwest Colorado eSchool and oversees and supports collaborative secondary programs across 8 school districts and the Administrative Unit. In his capacity with the San Juan BOCES over the past 14 years Steve has developed and grown a large number of successful collaborative regional programs:
Integration Project Manager (September 2011-December 2014)
Authored & Managed 3-year, 1.2 million dollar Bill & Melinda Gates Foundation Grant to support:
● Shift in nine districts to the Common Core State Standards
● Implementation of Educator Effectiveness, teacher and principal evaluation system
Supported an evaluation system for educators that promotes ongoing, collaborative professional learning
● Supported the implementation of teacher and principal evaluation rubrics
● Coordinated observations, walk-throughs and evaluations of educators
● Implemented the use of student/teacher perception surveys as a part of a body of evidence
● Assisted with the development and use of Measures of Student Outcomes as part of educator evaluations.
Director of Professional Development (January 2015-June 2016)
● Develop and direct a state certified State Model Evaluator Training Program
● Manage an annual week-long professional development event with a budget of $80,000.00
Director, Office of Innovation and Collaboration (OIC) (July 2016-June 2020)
● Responsible for oversight and implementation of all grants for San Juan BOCES
● Leadership of MTSS and Continuous Improvement initiatives
Supportive School, Work, and Religious Settings - Educational, health, mental health and other organizational contexts that interact directly with children and families.
Steve is interested in working in an early childhood setting within or connected to a school district. Within that context he is looking to support alternative proof points within the field of early childhood education. Those activities and supports that develop resilience and autonomy within the communities implementing them. Utilizing his previous knowledge of collaborative community projects Steve is interested in implementing some of the tools that have been learned through the Buell Fellowship. If possible Steve is hoping for an opportunity that would allow him to have a combination of direct service to students and community work.
